The stakes are real. Under Law 25 the Commission d'accès à l'information can impose administrative penalties of up to $10,000,000 or 2% of worldwide turnover for businesses (s. 90.12), and penal fines run from $15,000 to $25,000,000 or 4% of worldwide turnover (s. 91). The duties apply regardless of size.
