Whitby has more business locations with employees than the city of Oshawa itself, and Clarington is close behind, so a plan built only around the Oshawa name misses most of the CMA.

PIPEDA first. Ontario has no general private-sector privacy statute, so a business in Oshawa, Whitby or Clarington looks to the federal PIPEDA for customer information in commercial activity. Each script says why a detail is collected and keeps only what the booking needs.
PHIPA for care providers. Clinics handle health information under Ontario's Personal Health Information Protection Act, 2004.
